FEDERAL SPECTRUM AND REGULATORY ADVISOR

SpaceX services a diverse range of clients and their payloads. Missions currently on our manifest support scientific research, classified national security space and commercial opportunities. As we expand our classified mission manifest, we will need a lawyer who is experienced with Federal systems and Federal spectrum. This role will specifically focus on U.S. domestic policy and will represent SpaceX to the National Telecommunication and Information Administration (NTIA), and other Federal players.

RESPONSIBILITIES:

  • Advise SpaceX on issues before NTIA, including national security and spectrum policies.
  • Develop and advocate for spectrum policies that will further SpaceX’s business objectives and Starlink’s success.
  • Represent and promote the company positions before the NTIA, the FCC, and other Federal agencies, regulators, legislatures, and regional organizations.
  • Contribute to company satellite spectrum policy and outreach activities with government officials at all levels.
  • Support outreach activities with the U.S. Congress, U.S. States, and foreign governments.
  • Develop and administer regulatory licensing application preparation, pursuit, and compliance requirements for system and service licensing.
  • Provide strategic regulatory advice and advocacy support to government business development efforts.
  • Contribute to company satellite spectrum policy and outreach activities with US.

BASIC QUALIFICATIONS:

  • Juris Doctor degree.
  • 3+ years of experience in the telecommunications sector.
  • Active Top Secret or Top Secret SCI clearance.

PREFERRED SKILLS AND EXPERIENCE:

  • Understanding of broadband policy.
  • Understanding of Federal spectrum use and policies.
  • Knowledge of radiofrequency spectrum technology.
  • Experience working with NTIA.
  • Knowledge of key government players in the telecommunications/broadband industry.

ADDITIONAL REQUIREMENTS:

  • Willingness to travel approximately 20% of the time.
  • An active clearance may provide the opportunity for you to work on sensitive SpaceX missions; if so, you will be subject to pre-employment drug testing and random drug and alcohol testing.

ITAR REQUIREMENTS:

  • To conform to U.S. Government space technology export regulations, including the International Traffic in Arms Regulations (ITAR) you must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State.
