SOURCING MANAGER, CONTRACTS

SpaceX’s rapid growth has created an opportunity to add a Sourcing Manager, Contracts to the Government Satellites team. This person will be responsible for contract administration and compliance across multiple types of U.S. government and commercial contracts, including ensuring critical partners meet their contractual obligations and performance milestones.

The Sourcing Manager, Contracts will perform business and legal-related work pertaining to his/her assigned contracts, such as negotiating and executing agreements governing price, delivery milestones, terms & conditions, and technical success criteria. The superstar candidate would be technically proficient to a degree necessary to interface with Engineering colleagues in order to understand mission requirements, as well as tailor innovative contractual solutions that will drive best-in-class negotiated outcomes. The Sourcing Manager, Contracts will have complete ownership over the negotiation, execution, and performance of the agreements under their purview.

RESPONSIBILITIES:

  • Gain a rapid understanding of technical mission requirements in order to drive negotiations
  • Solicit, analyze, down-select, and negotiate supplier proposals
  • Advise Engineering on Statements of Work (SOWs) and organize and conduct proposal reviews
  • Ensure compliance with government and commercial contracts, including prime contracts, and assist mission managers with contract performance
  • Manage supplier contracts from RFP to final delivery
  • Ensure best-in-class pricing and delivery terms for SpaceX through rigorous negotiation
  • Review, interpret and provide advice regarding contract and agreement types
  • Manage invoices and payments with government and commercial contracts
  • Create and maintain contract and business files
  • Establish and maintain excellent relationships with supplier counterparts
  • Issue purchase agreements against contracts and manage performance

BASIC QUALIFICATIONS:

  • Advanced degree and 3+ years of experience working in one or more of the following; or bachelor’s degree and 5+ years of experience working in one or more of the following; or 9+ years of experience working in one or more of the following:
    • Engineering
    • Purchasing
    • Contract negotiation
    • Material or production planning
    • Operations or supply chain management
    • Material cost control
    • Master production scheduling

PREFERRED SKILLS AND EXPERIENCE:

  • 3+ years of commercial or government contract administration or management experience
  • Experience with negotiation, relationship management, and technical product background
  • Technical background with experience in complex contract negotiations
  • Knowledge of government contracts and contract types, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and/or the NASA FAR Supplement (NFS)
  • DoD and/or NASA contract administration experience
  • Request for proposal (RFP) analysis and proposal preparation experience
  • Excellent academic credentials and strong research, writing, communication, interpersonal, and organizational skills
  • Proven ability to work independently in a fast-paced environment
  • MBA or APICS certification
  • Active Top Secret or TS/SCI clearance

ADDITIONAL REQUIREMENTS:

  • Ability to obtain a DoD security clearance
  • Ability to travel and communicate outside of work hours
